LIHEAP is a federally funded program that helps low income households minimize crises by paying their heating/cooling bills and make energy costs more affordable. To qualify the household must require assistance with payments for energy-related utilities, meet citizenship or immigration requirements, and have an income that falls within the program guidelines.  The availability is not guaranteed and is available on a first-come, first-served basis. It is also limited to once in a 12-month period.

Glendale CAP provides rent and utility assistance to Glendale residents.  While funding is limited, please know you are not alone. CAP is here to help you navigate resources and connect you with services that may still have funding available.

Funding is limited, and once 100 applications have been reviewed the portal will temporarily close to allow for application processing.  Please check back often for updates.

The Human Services program at Pilgrim Rest Foundation provides essential support to families in time of need.  They offer rental assistance with overdue rent, utility bill support, food and bus assistance. In person interviews and applications are required, and all documentation must be provided. SVdP offers one-time rent, mortgage and utility assistance for those in need.  You can contact a local St. Vincent de Paul chapter based in Catholic churches to ask about the rent and utility assistance they are able to provide. Each chapter is run by volunteers, so hours vary and each location is limited to serving neighborhood boundaries as shown in the map. Please call the location that serves your area.

They offer food boxes, limited rental and utility assistance.

Offers family resource center, information and referrals to services in the community such as rent, utility and benefit assistance, food boxes, Veteran services, employment and training programs, tax preparation support, homeless services and other programs. Eligibility restrictions apply for some programs. Free computer lab and printing services available for guests participating in a Resource Center program. Eligibility: Residents of El Mirage and Surprise; income restrictions apply for Action Program services.

Affordable Housing/Housing Solutions

We are pleased to announce an exciting new partnership between Maricopa Community Colleges and Save the Family’s Phoenix Scholar House.

Phoenix Scholar House is a newly developed, multi-family housing community created to support single-parent students as they pursue their educational and career goals. The program follows a two-stage model that combines affordable housing, on-site supportive services, and access to education—empowering participants with the tools they need for long-term stability and success.

Program Overview

How It Works:

  • Stage One: Pre-residential phase focused on academic readiness. Participation in this stage is required before advancing.
  • Stage Two: Residential phase offering affordable housing and continued wrap-around support services.

Eligibility Requirements:

Participants must:

  • Be at least 18 years old
  • Hold a high school diploma or GED
  • Be a single parent with primary custody of their child(ren)
  • Be enrolled or planning to enroll in a post-secondary institution
  • Be employed (part-time or full-time)
  • Meet income qualifications
  • Complete the application and interview process

Program Benefits:

  • Affordable housing
  • On-site academic and family support services
  • Peer and staff support throughout the program

  • Finding and keeping housing: Navigation to secure, stable, and affordable homes.
  • Personalized housing plans: Work with individuals and families to develop tailored housing plans for long-term success.
  • Navigation of programs: Assist in accessing and navigating local, state, and federal housing programs.
  • Tenant advocacy: Information on tenant rights resources.
  • Community connection: Helping residents integrate and build relationships within their community.

The Housing Choice Voucher Program (also known as Section 8) helps low-income families, elderly persons, veterans and disabled individuals afford housing in the private market. Program participants can choose any eligible housing unit, including single-family homes, townhouses, and apartments, with rent partially covered by a subsidy paid directly to the landlord. There are around 2,000 Local Public Housing Agencies (PHAs) across the country that administer the HCV program with funding from HUD.

Hallways Community Housing is a social enterprise dedicated to providing affordable, clean, and safe private and shared living solutions. One monthly payment covers your room, utilities, and free WiFi. Costs start at $200 weekly. They also offer job assistance, and move-in assistance (if qualified). 2-1-1 is the fastest and easiest way to connect with the widest variety of services. The Family Housing Hub is one of Maricopa County’s Coordinated Access Points for all families in Maricopa County with children under 18 years old, ​who are in need of homeless services, including emergency shelter.

New Freedom focuses on community reentry for those who experienced incarceration.  They offer an array of services such as Core Re-Entry Program, Outpatient Program, Transition ProgramPeer SupportVocational EducationCase ManagementTransportation, and Wellness support. New Freedom’s comprehensive programs focus on recovery and are built to support those looking for a new way of living. They have a comprehensive facility in the NW Valley and Deer Valley.

Dogs Day Out (Support for Those Experiencing Homelessness with Dogs)

Dogs Day Out AZ is a non-profit and licensed dog rescue that helps the homeless dogs in the valley by providing supplies the homeless owners need for their dogs. Their hotline number is 480-249-5676.

Youth Under 24

Youth 12-17, for services and shelter, call the 24/7 Youth Hotline at 602-841-5799.

Located at 350 N. 1st Ave in Phoenix, Valley of the Sun’s YMCA’s PHX350 program offers emergency and resources to individuals aged 18-24. The program provides 90 days of housing, essential services, transportation, and case management. Paid work experience opportunities are also available.

Located in Central Phoenix and Surprise, AZ, Native American Connections’ Youth Housing Programs help youth (ages 18-24) who experience homelessness to transition from their current position to greater independence and stable housing.

HomeBase Youth Services provides 65 beds of emergency shelter across two communities in Phoenix and Surprise, AZ.

Saguaro Ki provides 25 furnished studio apartments for individuals 18-24 who meet program requirements. Residents sign a six month lease with rent based on 30% of income. Your lease can be renewed twice for a total stay of 18 months.

Monday-Friday 7 a.m.-4 p.m. HomeBase drop-in centers are available in Phoenix and Surprise.  Individuals have the opportunity to catch up on sleep, shower, do laundry, eat, and receive case management services.

Finding safe, supportive housing is crucial for LGBTQ+ youth and young adults. At one·n·ten, they understand that housing is the foundation for stability, self-confidence, and success. Their dedicated team provides personalized guidance and support throughout the process.

POND housing is lottery based, so when 10 or more vouchers/spots are available, it is posted on their social media page. Applications are numbered and then randomly drawn, so there is no wait list. If accepted, the young person must get a job within 30 days.

Their housing navigators can assist a young person in other housing opportunities as able and when needs arise. To speak to a navigator, email the POND Manager at [email protected]

Veterans and Service Members

CRRCs provide Veterans who are homeless and at risk of homelessness with one-stop access to community-based, multiagency services to promote permanent housing, health and mental health care, career development and access to VA and non-VA benefits.

Visit the VA Community Resource and Referral Center (CRRC) at 1500 E Thomas Rd, Suite 106 (in the back of the building), Monday-Friday 7:30 a.m.-4:30 p.m., call 602-248-6040 or visit them online to make an appointment.

Are you a Veteran in crisis or concerned about one? The Veterans Crisis Line serves Veterans, service members, National Guard and Reserve members, and those who support them. You don't have to be enrolled in VA benefits or health care to connect.

It is an organization that caters to veterans. They offer services for housing, job placement, financial coaching and social support.

Domestic Violence

If you, or a loved one, are experiencing violence of any kind, please reach out for assistance. Many programs offer shelter, legal advocacy, and other comprehensive support services.  

Programs are located all throughout the Valley. 

  • If you’re in a domestic violence (DV) crisis and need help now, call the 24/7 DV Centralized Screening Line at 480-890-3039.

The City of Glendale offers programs to help homeowners improve their homes through services such as emergency repairs, accessibility modifications, and rehabilitation projects. Some services are provided directly by the city, while others are offered through partner non-profit agencies.
