A break for the law and criminals

In recent years the weather in Arizona has risen causing a decline in criminal activity and a rise in law enforcements response time. That is why all Arizona Law enforcement and all criminals have come together in support during this past holiday season and have come up with a plan to help out both sides of this coin.
This new arrangement which was to be affected in the spring of 2009 will now take effect on April 15th 2009. This agreement reads like something out of a Hollywood producers last ditch movie script changes. The contract is the first ever and if it works other states may implement it next summer. "This agreement is the best way to allow us to do what our jobs are and that is to protect and serve the public!" stated an off duty detective who wishes to remain anonymous.
"I wish I would have thought of this, they tried to get me abunch of times and I've gotten away every times," stated the proud Dogg Pizzel.
The treaty states that any foot chase that goes longer than 15 minutes both sides must take a 5 minute break, to get water and stretch. If the criminal is on foot and law enforcement is not then it is after 5 minutes of chase that a break is taken this break will last no shorter than 5 minutes and no longer then 10 minutes.
