Meeting of March 27, 2008
Approved Minutes

I. = General
= A. Call to Order: A quorum being pres= ent, President Daugherty being absent, Vice President Jim Reed called the meetin= g to order at 2:30 P.M. in the SU 104 BC Conference Room. Senators present inclu= ded Secretary Robert Reavis, Treasurer Alicia Ottenberg, Doug Brenner, Ruth Callahan, Susan Campbell, Philip Fernandez, Fernando Garcia, Erik Gergus, Susan High, Laura Schuett, and Executive Councilor at Large Jo= hnnie C. May.
= B. Introduction of Guests- including but not limited to: John Walsh and actively retired faculty Duke Schaefer and Lyle Walcott.
= C. The proposed meeting agenda was amended and approved.
= D. Faculty guest John Walsh presented a review of “RFP 3.1 Instructional Rights/Academic Freedom” and recent interpretat= ions by members of his department and the Faculty Executive Council (FEC).
The particular question at issue: ‘Who determines the choice = of textbook for a class?’ Historically, the choice has always been the instructors – as = part of their academic freedom. In practice, a group of instructors often pick a common textbook; residential and adjunct faculty typically follow these choices, but have the right to choose another text. The math department recently formulated specific language on textbook choice that specifies a committee must approve of any textbooks to be used in the classroom.
RFP Section 3.1 was reword= ed this last year during Meet and Confer, and the math department responded to the concerns of JW. However, their most recent procedures still remove the ulti= mate choice from the instructor. FEC President Elect Barry Vaughan clarified that the new language states the instructor makes the final choice.
Senate discussed the new a= nd old wording of RFP 3.1. It was determined the language could be misinterpreted. Senator Reavis moved that we consider this item as New Business; the motion= was seconded and passed. Senator Reavis then moved:

and Confer with the purpose that they clarify in a newly written 3.1 that
individual faculty choose their own textbooks.’

= F. Treasurer’s Report -
Treasurer Ottenberg noted a dividend deposit of $6.89 and the c= heck for the Green Efforts led Focus the Nation event cleared - $996.45.

= H. FEC Report – from Executive Cou= ncilor at Large Johnnie C. May:
= 1. Maricopa County Sheriff Arpaio has pl= ans to arrest 12 faculty (six residential and six adjun= ct) in their classrooms and take them out in handcuffs. Four campuses are targeted including GCC. Their alleged crimes were unknown, but likely associated with ‘enrollment irregularities’.
Discussion ensued.
= 2. The State Legislature is hamper= ed by budget problems. Funding for community colleges will is not likely to be affected this year. Next year there may be deficiencies.
The Textbook Bill brought by ASU students will require a cost breakdown for all books (publishers fee, booksto= re percentage).
The concealed guns on campus bill has lost momentum. Local law enforcement opposes= the bill and even if it passes the Governor will likely veto it. Regardless, the national press has already ridiculed Arizona because of the bill.
The FEC lobbyist continues= to communicate with the district lobbyist.
= 3. Christine Hall, Director of Employment and Recruitment, answered questions about People Soft 8.9. Currently in testing= , it will go live this summer. A new E-applicant system is expected; the original version has been scrapped.
= 4. Nothing new was reported on Theresa= Toney and textbook policy.
= 5. The new Jury Duty language stands.= It requires all employees to bring a signed jury document to be excused. Possi= ble actions discussed included: grieve, or take to Meet and Confer.
= 6. Selection to vote on IC representatives = was clarified. The RFP states selection is by all district = faculty in the discipline. Discussion ensued.
= 7. The search for outside office space fo= r FEC continues. It would allow for discussion of our PAC.
= 8. A nominating committee for FEC and M= eet and Confer is formed.
= 9. Council was warned to look out for po= ssible OYO positions that pay less than the RFP and that might allow for committee participation.

= A. Green Efforts Committee
Senator Reavis reported th= at Green Efforts is now a standing committee. Current plans of the committee include= :

An Earth Day event, April 22, with Dumpster Div=
e to
determine the proportion of recyclables in our ‘garbage’.

More recycling to begin soon, targeted for Earth
Day.

The committee will ask President Green to review
the successes of the past year and sign the President’s Climate
Commitment.
= B. Behavioral Intervention Team -
ELC Clemens described a ne= w, 30 min PowerPoint presentation that included a summary of the previous information. The group has requested time to show it during the week of accountability to residential faculty and a separate time for adjuncts.
The team is in the process= of modifying the ‘Disruptive Discipline Report’ form. Once a new D= ean of Student Life has been hired, the team plans to coordinate information ab= out disruptive students so they can be tracked in future classes and referred in order to receive the appropriate assistance or intervention.
After some discussion, it = was suggested that the Behavioral Intervention present their program at during the Faculty time of Convocatio= n.

C. Nominating Committee -
Senator Schuett reported seven nomine=
es for
six Senate positions and one candidate each for President, Vice President a=
nd
Executive Councilor at Large.
Senate thanked Senator Sch= uett and the committee for their strenuous efforts.
= D. Active Retirement 49% Status
VP Reed noted that the pre= viously discussed change to 40% time is off the table; we are back to 49%. However, administrators still control faculty access to the program, whereas they can take 49% time and be paid from a separate fund.
Duke Schaefer informed Sen= ate he met with the administration and has been scheduled for two classes in the f= all and three classes next spring. He thanked Senate for their support.
= E. New SIS –
Senators discussed the incredible level of difficulty with the new
system and many fears that enrollment would be seriously impacted.
Senate moved and unanimously passed the following motion:
“Whereas the new SIS= is poorly prepared to register students for Summer = and Fall 2008, Faculty Senate requests immediate action to include:
1. A clear statement on our webpage that directs students to enroll either in pe= rson or by phone.
2. To increase both our phone-bank staff and staff for in-person registration.
3. To create an on-line instructional video that explains the steps required to g= et an MEID, GCC ID and how to enroll for classes.
Moreover, Senate proposes = that, at least for the academic year 2008-2009, faculty be allowed to fulfill commit= tee assignments in a newly constituted ‘Student Enrollment Service Committee’, and furthermore, that all service hours be allowed to be completed during peak enrollment periods.”

VP Reed asked for suggesti= ons. Senators suggested Toni McClory, Lisa Lewis and Sue Oliver, all recently recognized by GCC’s Third Annual Excellence in Teaching Awards.

B. Overload Pay Absence Dock – Ali=

Ottenberg
Senator Ottenberg informed= Senate about a Residential Faculty with an overload being docked pay for two absen= ces while away on district activities. After a long dispute, the pay was restor= ed. Senate will place this issue as an agenda item for th= e next meeting to discuss the Travel Form language and possible options.

C. iTunes U – Senator Callahan
Senator Callahan informed = Senate of the Apple program that allows lectures to be placed online. Mostly four-= year institutions have used it. GCC/MCCD will be part of a tiny group of communi= ty colleges that participate.
This new program, like MyS= pace and GoalQuest, appears to have little connection to other campus recruitment efforts.
VP Reed stated he was tire= d of the ‘idea of the week’ approach and will invite Trish Vogel, Direct= or of Institutional Advancement, to the next meeting.
