Meeting of January 24, 2007
Approved Minutes

I. = General
= A. Call to Order: A quorum being pres= ent, President Jim Daugherty called the meeting to order at 2:30 P.M. in the SU = 104 BC Conference Room. Senators present included Vice President Jim Reed, Secretary Robert Reavis, Treasurer Alicia Ottenberg, Ruth Callahan, Susan Campbell, Philip Fernandez, Fernando Garcia, Erik Gergus, Susan High, = Steve Kadel, Connie LaBuhn, Michele Parker, Laura Schuett, and Executive Councilor at Large Johnnie Clemens May.
= B. Introduction of Guests- including but not limited to: Residential Faculty Frank Gonzalez= and Associated Student Government officers Isaac Torres and Taric Williams.
= C. The proposed meeting agenda was amended and the invited student guests spoke immediately.
Student Guests. The ASG representatives informed senate of the numerous events planned for Spring 2008 to include: Club Fair (Feb. 5&6), Know= ledge Bowl, Winter Ball and a Battle of the Bands in the amphitheater (March). ASG will also be included on the hiring committee for a new Dean of Student Lif= e. Senate discussed the addition to the hiring committee of more student and faculty who advise student groups.
= D. The minutes from the November 29th meeting, distributed via email, were approved with no additional changes.
= E. Treasurer’s Report -
Treasurer Ottenberg noted in her report the deposit from the Faculty Association of $4,675. The report was approved as submitted.

F. President’s Report -
President Daugherty attended the topping out ceremony at GCC No= rth. He also attended the MLK break= fast at GCC Main campus. He participated in the Day of Learning and reported it = made for a good start to the semester. He set up and attended the All Faculty Meeting focused on Troubled Students.
In response to a request f= or clarification of RFP 3.1 regarding pe= dagogy and textbooks, President Daugherty stated, ‘Under academic freedom, t= hese are ultimately the domain of the individual instructor.’ Even adjuncts determine which text to use in their classes.
He met with Vice President= Abel to discuss department and personnel issues. Five course prefixes were moved from Applied Technology to Technology and Consumer Sciences at the start of the semester (Spring 2008). This chan= ge affected two faculty.
Vice President ShermanR= 17;s husband passed away after a prolonged illness. VP Sherman returned to work yesterday. A scholarship has been set up in his name: the James Sherman Scholarship. Donations payable to the MCCCD Foundation can be given to Judy Sanchez.
VP Sherman informed Presid= ent Daugherty of several MAT openings, due to the reorganization of IT. Preside= nt Daugherty requested and received Senators to participate on the hiring committees.
VP Sanchez will announce a ‘Building Retention’ webinar, Wednesday, Feb. 6, 11AM.
Finally, President Daugherty noted Chancellor Glasper’s recent announcement that Rio Salado was not up for sale. This statement was follow= ed by much discussion. Senator Fernandez informed Senate of the buyout of Grand Canyon University by = the same company interested in Rio Salado. GCU subsequently locked out tenu= red faculty and increased their own line offerings, with instructor text (instruction) limited to 750 words per week, with no other text book. Moreo= ver, it is simpler to sell Rio Salado as a government-owned college than it was = to sell GCU. Finally, both schools are within our accreditation district. Accredited, online campuses can be run on a strictly for-profit basis. The recent offer may only be the first attempt to purchase one of our campuses.=

G. FEC Report -
Executive Councilor at Lar= ge (ELC) Johnnie May Clemens reported:
= 1. There are currently ample funds for summer travel and sabbaticals.
= 2. There may be an attempt at district and/or campus levels to create a ‘lecturer’ position at a lower pay scale. We must remain strong against this possibility and also request a pay raise.
= 3. Proposition B has been introduced= in the state legislature. It would limit property taxes and reduce the budget = of MCCCD.
= 4. There are ongoing attempts to smooth faculty transfers between campuses, particul= arly in the case of campuses with declining enrollment.
= 5. Four MCCCD campuses have arrangements to teach our courses at ASU, although not = all of those campuses are currently offering classes. Our campuses gain FTSE and tuition.
= 6. The proposed administrative regulatio= ns on Gifts, including Text Books, are being evaluated. The Legal department stat= ed they can be implemented as written. However, faculty can avoid the poli= cy if books are sent to their home address.
= 7. The new district Director of Safety wants to meet with each campus Faculty Sena= te.
&nbs= p; &= nbsp; Vice President Jim Reed added:
= 8. Our Marketing department needs to produce better materials to demonstrate the relative success of our students that go on to university. He passed around= a district brochure ‘University Transfer from the Maricopa Community Colleges to Arizona’s State Universities: How Do Maricopa Students Fare?’ The brochure noted the high success of our students relative to other community colleges, and further noted that GCC’s students stand= out versus our sister campuses.
= 9. VP Reed commented on the recent reorganization at district of Foundation and Marketing.
= 10. The m= eeting went on and on.

H. Governing Board Report -
President Daugherty report= ed:
= 1. The board approved a new president for MCC.
= 2. They elected new officers – President Donald Campbell, Secretary Colleen Clark.
= 3. Linda Rosenthal announced she will not be running for re-election.
= 4. An unscheduled reading was given of a paper authored by board members Clark and Scott Crowley. Immediately following the reading, board member Jerry Walker said he wanted, ‘to talk with Ms Clark after the meeting to find out = who helped her write the article’ since he ‘didn’t believe she had the intellect to write it herself.’
= 5. The board then moved to a different section of the room to discuss their operat= ions and respectful conversation.
= 6. Later Walker alleged one (unspecified) board member received illegal campaign contributions, and another had participated with illegal aliens in the rais= ing of a foreign flag. These allegations must be investigated.
= 7. In other business, the board proposed new policies regarding Executive Duties = and responsibilities for Enrollment Management, Data Assets and Information Technology resources, and International Education.
= I. = Chair of Chairs Report -
Chair of Chairs (CC) Carlos Nuñez reported on the new
‘Guaranteed Schedule’, its background and current status. He
compared this program to GoalQuest. In both cases, the administration
implemented a program with little faculty input. The decision to buy GoalQuest occu=
rred
in the summer, and the administration stated that faculty could not be
consulted at that time, and used faculty absence to justify the lack of fac=
ulty
input. However, the Guaranteed Schedule proposed for this semester (Spring 2008) was
created over the fall (2007) when faculty were in residence. Still, few
Background: Dean Fernando Camou met with four department chairs= in the fall to label certain courses with a ‘G’ to indicate they w= ere ‘guaranteed’, i.e. they would not be cancelled. These classes h= ave historically filled easily in the past, and had little chance of being cancelled in any case. Moreover, it was to be stated in the Schedule of Cla= sses parenthetically they could still be cancelled.
When this program was pres= ented to the Chairs meeting, the Chairs were against the plan. It was also unclear w= hy only four departments were scheduled to participate. CC Nuñez later determined that the four participating chairs had understood that other departments had been invited to participate as well.
By the next Chairs meeting= , Dean Camou agreed to discontinue the program. Alternate ideas are being consider= ed to cancel classes early, possibly looking a semester ahead.

A. Focus the Nation on Climate Change Ev=

Senator Reavis thanked Sen=

their support. He reported a full week of activites beginning Jan. 28-Feb. =

Focus the GCC and our community on Climate Chang=
e.
Online voting for climate solutions begins Monday. Exhibitors, vendors and
student groups will have displays on campus Wednesday and Thursday. Guest
lecturers will speak Thursday morning. A Panel Discussion of local governme=
nt
and campus representatives will be led by Mary Harris on Thursday evening. =
GCC
Faculty will speak Friday morning followed by a round table discussion with=
all
interested campus parties.
=
B. Departmental Fees -
Vice President Reed descri= bed difficulties in requesting class fees. He compared our campus procedures to district policies and found greater latitude at other campuses. He then submitted a new class fee request to Regis that included computers. The proposed fees were accepted. He emphasized the need to justify usage and depreciation.
Other Senators mentioned s= everal problems in the past when bringing similar requests to Regis.
Senator Garcia noted a cur= rent example of an equipment request that went through the entire PBAC process, = was okayed for purchase and signed by President Green. When trying to purchase the item, Regis asked questions and stated paperwork was missing. Her e-mail was forwarded to President Green. President Green indic= ated she liked to have Regis review these purchases.
Discussion ensued. Finally= VP Reed moved: “Whereas we have a well established budget process, with reque= st justification and documentation, be it resolved: items approved by PBAC and= the president should be funded without further justification.”
The motion was seconded by= ECL Clemens and the motion passed.
= C. Behavioral Intervention Team -
ELC Clemens reported the W= ebinar presentation Jan. 11 was well attended with good discussion. A group of interested faculty is working to build a BIT on campus. The next Webinar is scheduled for tomorrow, CUBIT.
Senator Schuett moved: “Faculty Senate supports the formation of a college-level BIT as a standing campus committee that would meet the requirements of Committee and= Professional Assignments.”
VP Reed seconded the motio= n. The motion passed.
III. &=

New Bu=
siness
= A. Nominating Committee -
President Daugherty noted = the immediate need for a nominating committee to consist of two senators (non-offiicers) and three other faculty association members.
Senator Schuett volunteere= d to Chair the committee. Senator Callahan volunteered to serve on the committee. Frank Gonzalez, Dave Jenkins and Joy Wingersky were suggested as faculty willing to serve.
= B. Student Participation in Dean of Stud= ent Life Selection Committee -
VP Reed reiterated the nee= d for student participation on the hiring committee to replace Dean White. Only o= ne student is currently included. There is also a need for a faculty member wi= th experience as a club or student group advisor.
ELC Clemens moved, “= Two students and at least one faculty with student-organization advisor experie= nce serve on the hiring committee for Dean of Student Life.”
The motion was seconded and passed.

ation/Announcements

A. Campus Climate Survey –
Senator Campbell reported = that President Green plans to send out the same Campus Climate survey this spring that was used in 2005. Surveys were mandated in 2001 and 2005. The current survey is a voluntary effort.
In answer to questions, Se= nator Campbell noted the survey this spring is the same one used in 2005 and developed by Bruce Merrill. Thus, it will provide an exact comparison. The funding source was not known.

B. Doctoral Research Survey –
Senator Campbell described= her doctoral research project to determine faculty perspectives on retention and performance. She will send out a pilot survey to Senators later this semest= er and appreciates our responses.

C. Online Loading –
Senator Kadel reported more details on the effort to produce a new schedule for online loading. His committee had generated and submitted recommendations to the FEC committee. However, the committee tabled the process and was paid by contract.
Another committee will lik= ely be formed this summer to revisit online loading.
