Meeting of February 28, 2008

I. = General
= A. Call to Order: A quorum being pres= ent, President Jim Daugherty called the meeting to order at 2:30 P.M. in the SU = 104 BC Conference Room. Senators present included Vice President Jim Reed, Secretary Robert Reavis, Treasurer Alicia Ottenberg, José Agui&ntild= e;aga, Ruth Callahan, Susan Campbell, Ph= ilip Fernandez, Fernando Garcia, Erik Gergus, Susan High, Steve Kadel, Connie LaBuhn, Michele Parker, Laura Schuett= , and Executive Councilor at Large Johnnie C. May.
= B. Introduction of Guests- including but not limited to: Chair of Chairs Carlos V. Nuñez, Residential Faculty = Frank Gonzalez – LMC, and actively retired faculty Duke Schaefer and Lyle Walcott.
= C. The proposed meeting agenda was amended and approved.
= D. The minutes from the January 24th meeting, distributed via email, were approved with one change.
= E. Treasurer’s Report -
Treasurer Ottenberg noted in her report a dividend deposit of $7.36. An outstanding check for the Green Efforts led Focus the Nation event has yet to clear: $996.45.

F. President’s Report -
President Daugherty:
· Attended ACE Plus breakfast meeting
· Attended District-wide Strategic Plan meetin= g
· Met with VP Abel to discuss the guaranteed schedule. Classes published in the revised Fall = 2008 schedule have been pared to those expected to ‘make’. Additional sections can be added as published sections fill.
· Met with President Green (VG) to discuss the= two resolutions passed by Senate January 24th.

· Finally, President Daugherty passed around a copy of the 90/10 FTTE Report. Campus proportions vary across the district.=

G. FEC Report -
Vice President Jim Reed re= ported:
= 1. Nothing has been finalized on the district’s new ‘Gift Policy’. Theresa Toney stated she had received many useful comments, particularly comments on travel from GCC Math. They will rewrite this section. Text books will no longer be included= in this policy. Faculty Association President Reyes Medrano sent a letter to t= he Chancellor asking that discussion of the proposed policy cease, and that portions that pertain to the faculty workplace be addressed in Meet and Con= fer.
= 2. President Medrano shared the data on = our student’s success at ASU with members of the state legislature. It was noted that ASU President Crow has in the past indicated our students do poorly at ASU, whereas our students actually persist better than ‘native’ ASU students, and graduate with the same average GPA. = It was further noted that these data were collated by Linda Hawbaker, not some= one in Marketing, and that Marketing should be advertising the success of our students. A Faculty Association flyer was passed around with some of these = same data. Discussion ensued. Senator Garcia noted that we cannot expect distric= t or campus marketing to do much with this information, based on past experience= . Rather, we must be the ones to make sure it is circulated. VP Reed stated he is currently producing a video with this information.
= 3. Chancellor Glasper discussed the Administration bureaucracy and indicated his plan to keep it flat. He h= as hired six new presidents, but has not added any new positions. Branch campu= ses, e.g. GCC North remain under the presidency of their main campus. However, he currently receives 21 reports; many more than are considered optimal.
= 4. The upcoming Board elections were discussed. One ex-faculty member is running, = Pam Petty. The need to support good candidates was emphasized.
Executive Councilor at Lar= ge (ELC) Johnnie May Clemens added:
= 5. The legislature bill Student Guns on = Campus has been changed to Student Guns for Higher Learning; K-12 will not be incl= uded. This bill will likely pass the legislature, but is expected to be vetoed by Governor Napolitano. The legislature also had a first reading of a bill that would require a formal receipt to be excused for jury duty.

Meet a=
nd
Confer is negotiating new language for probationary faculty that will
switch the burden of proof for dismissal back to the administration. Part of
this discussion included the possibility of mentors to supervise new facult=
y.
Discussion ensued. VP Reed stated that even tho=
ugh no
figures have been released, it seems that more folks are being dismissed and
non-renewed than ever before. This
would give reason to have more help from departmental colleagues during the
tenure years. The First Year Residential Experience (FYRE) program w=
as
discussed. Those who had participated as new faculty were not impressed with
the program, although the idea has promise. Senator Fernandez noted the RFP
does not use the term ‘tenure’; rather we are
‘appointive’. Moreover, we should not take this status for gran=
ted.
Senator Reavis suggested a mentor might be a regular member of a new faculty
member’s FEP committee.
President Daugherty noted this clarification by FEC: All Faculty
Association members do have immediate access to the Faculty Association law=
yer
in case they are questioned by the Sheriff or his officers.

H. Governing Board Report -
President Daugherty report= ed:
= 1. Scott Crowley will not run for re-election.
= 2. Linda Rosenthal suggested there were possible Board candidates around GCC.
= 3. Regi Munro and a Diversity Committee read critical statements directly to Jerry Walker. He shrugged.
=
4. The Board approved a $6 tuition incre=
ase.
These monies are Fund 1. They will pay for unfunded expenses. They can also=
be
used for salaries, items negotiated in Meet & Confer, utilities, etc.
=
5. The
entire consent agenda was passed in 45 seconds. =
I. =
Chair of Chairs Report - Chair of Chairs (CC) Carlos
Nuñez reported the latest Chairs meeting was mostly business oriente=
d.
However, Associated Student Govern=
ment
guests brought the problem of textbook costs to the Chairs. CC Nu&ntild=
e;ez
described earlier interactions he had with our bookstore. They apparently p=
ay
no attention to the number of expected students indicated on book requests.
Discussion ensued about the high costs of books, particularly those bought =
on
campus, and possible solutions, including: customized books, book rentals,
coordinating student-to-student sales of books, online books, e-books and u=
se
of older editions. Senator High noted that Frances Mateo has been very successful find=
ing
scholarship money for books, and recommended we send students to her.

siness =
A. Focus the Nation on Climate Change Ev=
ent - Senator Reavis thanked Sen=
ate for
their financial support. $996.45 was spent for refreshments during the panel
discussion. The event was well publicized by local and national media, with
many attendees: students, staff, faculty, administration and members of our
community. The next step is to institutionalize sustainable efforts on camp=
us. Senator Reavis moved that =
the
Green Efforts Committee become a standing committee that will satisfy the R=
FP
requirements for faculty participation. The motion was seconded and passed.=
=
B. Departmental Fees - Vice President Reed had no=
further
comments. =
C. Behavioral Intervention Team - ELC Clemens reported the s=
econd
Webinar was well attended, including many staff from helpdesk, HiTec centers
and the Library, as well as Director Debra Palok and VP Alberto Sanchez.
VP Sanchez a program he co=
nsiders
similar to the new BIT team effort, including a plan for a one hour worksho=
p,
‘Beaver Cleaver Doesn’t Come Here Any More’. Bruce Thomas
will have a two-hour workshop. VP Sanchez has agreed to more. The current working group =
consists
of ELC Clemens, Laura Schuett, Joseph Bednorz, Rosie Mays and Debra Palok.<=
/p>
Joseph Bednorz (JB) and Pr=
esident
Daugherty (JD) went to President Green (VG) to discuss BIT. Apparently VP
Sanchez had not informed VG of the BIT program. VG was attentive to the BIT
proposal and it is moving forward. III. &=
nbsp;
New Bu=
siness =
A. Nominating Committee - Senator Schuett, Chair of the Nominating committee, reported that h=
er
committee had contacted every Faculty Association member in the process=
of
requesting nominations. These contacts also allowed for questions and conce=
rns,
as well as a call to join. Nomination forms will be sent out shortly and accepted until Noon,
March 21. Positions include: Faculty Senate President, Faculty Senate V=
ice
President, at least 6 Senators, and 2 Executive-Councilors-at-Large. The election begins March 28 and ends=
at
Noon, April 4. =
B. New SIS – Student Information S=
ystem Senator LaBuhn described her attempt to find the Summer
schedule of classes for her department using the new SIS. The system requir=
ed
her to logon! How will new students view the schedule if they are requi=
red
to logon first? President Daugherty stated=
that
our previous online schedules were handled on campus. Now, it is all coming
from the district. He further described the search process as
‘odious’. Other senators noted relat=
ed
problems with the system: it only shows the first three sections of a cours=
e,
even though there may be 20 or more sections. It was noted there are ways to
find these sections, but they are not convenient, nor obvious. How will
students know about these other options? Open-Entry classes should =
be
available online now, but have problems. Students that need a new M=
EID may
have to wait 48 hours for it to work. The system is also offline on the
weekends. Students that need placement tests will have to wait. A large drop in FTSE can be
expected if the system is not corrected immediately. President Daugherty inform=
ed
senate GCC is in the process of getting our own online schedule of classes
back. He will bring the problems mentioned to VP Sherman. =
C. 49% Active Retirement Active retiree Duke Schaefer described his ongoing struggle for a 4=
9%
contract. He has been unable to receive a 49% contract for this school =
year
(2007-2008) and after several requests has still not been offered a contract
for next year. He warned others hat the 49% program was at the whim of
department chairs. His information was presen=
ted as
an information item. VP Reed suggested we move the item to New Business. The
motion was made, seconded and passed. Discussion ensued. Senator Garcia mov=
ed: "The
GCC Faculty Senate requests that the GCC administration respond to Duke
Schaefer's request for a decision on 49% contract status for 2008-2009 by March 7 =
and give
the decision to Mr. Schaefer by Friday, March 7 2007.” The motion was seconded and
passed. President Daugherty will bring the motion to the administration on
Monday. IV. &n=

ation/Announcements =
A. Campus Climate Survey – Senator Campbell reported the Campus Climate Survey has been cancel=
led
for the spring due to the price. New bids will be requested with a targ=
et
set for Fall 2008. President Daugherty noted the Faculty evaluation of Administrators =
will
be conducted this semester. It had originally been scheduled for spring,
but postponed in lieu of the Campus Climate Survey. =
B. Doctoral Research Survey – Senator Campbell thanked S=
enators
for their participation in her doctoral research pilot project. There were =
many
detailed comments. Forms can still be turned in tomorrow, February 29. =
C. Spring Leadership Breakfast at GCC, T=
hursday,
March 20, 2008 7:30-8:15 am, “Unintentional Intolerance’ – Dr. S=
teve
L. Robbins President Daugherty drew
Senate’s attention to the leadership breakfast and its location on our
campus. Senater LaBuhn asked if the breakfast would include the unhealthy f=
ood
choices provided at a recent breakfast meeting and noted the importance of a
healthy diet to a healthy, productive work environment. After discussion
Senator LaBuhn agreed to bring this item to President Green. =
