I. = General
= A. Call to Order: A quorum being pres= ent, President Jim Daugherty called the meeting to order at 2:30 P.M. in the SU = 104 BC Conference Room. Senators present included Vice President Jim Reed, Secretary Robert Reavis, Treasurer Alicia Ottenberg, Jose Aguiñaga, Doug Brenner, Ruth = Callahan, Susan Campbell, Philip Fernandez,= Fernando Garcia, Erik Gergus, Susan High, = Steve Kadel, Michele Parker, Laura Schuett, and Executive Councilor at Lar= ge Johnnie Clemens May.

B. Introduction
of Guests- including but not limited to: GCC President Velvie Green, Vice

C. The
proposed meeting agenda was adopted with the exception that invited guests
would speak immediately. Question and Answer session with invited guests President Green (VG=
),
Vice Presidents Abel (JAA) and Sanchez (AS), Dean Massal (MLM), Directors
Blackwell (MB), Schulz=
(SS) and Vogel (TV). A list of questions about GoalQuest (GQ)=
had
been submitted from the faculty by e-mail. VP Sanchez began by thanki=
ng
Senate for the invitation and noted that we should meet more often in shared
governance. He proceeded to answer the questions in order. Q. Why did we not learn about GQ until it was already purchased? AS stated the drop in FTSE over
the last two years (2005-2006 & 2006-2007) had led to discussions last =
year
in part with the Senate. During the summer of 2007 VG charged them (AS et al) to address the problem. After review of
options, including the Senate suggestion of hiring a ‘czar’, GQ=
was
decided upon unanimously by the administration team. It was a managed respo=
nse
to the need to ‘Fill up the bucket’ (recruitment) and to patch
‘Holes in the bucket’ (retention). GQ can help. We use their to=
ols
with GCC’s materials and GQ will manage. The proposal was made to VG =
and
she accepted. The contract was signed in August, mentioned at convocation a=
nd
other forums. In September, GQ came on campus fro presentations. The first
program (retention) was launched last week. JAA noted =
faculty
were already targeting a specific audience for recruitment. Q. Where did the money come from? AS said we paid $95,000 for one
year from rollover of Fund I money from last year. These were one-time fund=
s,
not available for residential faculty positions. We do not often make these
decisions without the PBAC, etc, but if utility bills suddenly go up, we wo=
uld
pay them in the same way. It was an administrative decision and VG made it.=
Senator Garcia asked if we cou=
ld
have hired an OYO. AS: Yes, Jean Ann? JAA stated that we could have
hired temporary recruiters to replace existing person on leave, but there i=
s a
constant turnover. Also, high schools see many other recruiters. Usually th=
ey
cannot go into actual classes, but instead go to the counseling office. We =
are
servicing high schools fairly well. Senator Callahan asked if the
price of GQ would go down in the future if we sign a long-term contract. AS stated that they would not
reduce their fee, and noted GQ reduced their existing price with the initial
contract. They do not have much market share in community colleges. Senator Callahan asked if they
know how to work with community colleges? Have appropriate materials? And if
they are using us for practice, will they continue to give us the reduced
price? AS emphasized that the program=
we
develop will be GCC ‘branded’ throughout. It can be shaped by u=
s to
fit our needs. We will use the ‘best practices’ developed by GQ=
. It
also allows for specialized messages to be sent to specific segments of the
student population. It is cost effective equivalent to 6 full time employees
needed if we were to write the programs and run the hardware on campus. Q. Who will do the data entry, initially, and the maintenance? AS stated that the first launc=
h occurred
last week, ‘GCC Unplugged’, a recruitment tool with information=
for
parents. E-mail addresses are needed for contacts; data entry already done.=
MLM noted e-mails already ente=
red
into database; does not require any additional labor. First attempt was fin=
e.
Data was sent to Jim Waugh (Institutional Research Analyst) and on to GQ. <=
o:p> Senators asked for clarificati=
on
about the source of e-mails. Administrators clarified that
campus addresses were used, as well as personal addresses and some have com=
e from
Cox. GQ will not be able to reach all perspective students; such as those t=
hat
do not use e-mail. We still have paper forms and other types of recruitment=
. A
link to GQ could also be placed on the campus homepage. AS noted another aspect of the
program was as students use the GQ site, there are alerts that indicate a
problem. These are answered individually at a message center. There are also
features with MySpace, FaceBook and UTube that allow students to communicate
with each other. Q. How will the efficacy be evaluated? What are the benchmarks for succes=
s? AS – for the initial gro=
up
of students enrolled and using GQ, the benchmark for success is 59%
reenrollment, an increase of 1% over the current rate. Also, expect to see a
statistically significant difference in program users vs. non-users. In 18
months if the program is not working, it will not be retained. Finally, if =
the
program does not pay for itself it will be discontinued. SS noted an example already of=
a
first-year student planning to transfer next semester, which was noted by GQ
and an alert was sent to the message center. The student was contacted and
directed to resources/information that would keep the student at GCC. Senator Garcia asked about GQ =
use
for students beyond their first year. SS stated the current program =
is
designed for first year students, but they will have access to it beyond th=
eir
first year. AS added GQ is entirely changeable as we decide. MLM noted the GQ program is
typically designed for first year students. VP Reed stated the more serious
problem yet to be addressed is the lack of shared governance. Many committe=
es
spent scores of hours negotiating budgets and discussing solutions to reten=
tion
and recruitment problems. Suddenly, we are presented with a new program, fu=
nded
from some unknown source. The outcome of these surprises is to generate
distrust. President Daugherty added the =
last
step in PBAC is to decide what will happen to unspent funds. VG stated that PBAC and other
committees make recommendations. ‘I make the decisions.’ There =
are
always left over funds and other priorities exist. The research of her staff
found GQ and she decided to go ahead with the contract. VP Reed reiterated that faculty are the drivers of instruction and should=
be at
least consulted. VG noted she needed to make a
decision in the summer, and most faculty are gon=
e in
the summer. VP Reed noted that President
Daugherty gets release time to be here in the summer. Further, he had lived
through a previous time without shared governance and does not want that to
occur again. Moreover, the Se=
nate
had agreed in principle to give up a Residential Faculty position for the
purpose of hiring a czar. VG restated that one-time =
funds
were used to pay for GQ. Chair of Chairs Nuñ=
ez stated
the problem is the process. Now that we know about the program, it looks to=
be
a good business decision and we all need to work together to make GQ
successful. AS =

great. Other faculty expressed a =
sense of
having wasted time on this issue, given the ultimate decision-making proces=
s. AS noted he tried to invite
faculty to review the program. Senator Garcia expressed c=
oncern
that the administration had merely noted the problem of faculty concern, and
may not change their practices in the future. Q. Were do we stand on program review? JAA stated reviews were inform=
al
in the past, but had been formalized on a three-year cycle. This year a num=
ber
of certificate programs were identified that had not offered any classes for
several semesters. Many of these are in moratorium. There is also an effort=
to
provide complete vacancies so faculty from colleges with serious declines in
enrollment may be able to transfer to other campuses. Q. What about a possible property tax initiative? Are we doing anyt=
hing? VG suggested we talk with
legislators, family and friends; be careful of signing petitions. VP Reed informed Senate of=

petitions that would lower property taxes. If even one passed, campus budge=
ts
would be reduced to 2002 levels. Q. When departments send in names for hiring can they be ranked? VG stated they can be rank=
ed, and
upon a follow-up question noted that she had thus far followed the ranking
recommendations of all hiring committees. At 4:00 PM the administrat=
ion
guests left. Information Item: 49% Time Duke Schafer, a retired fa=
culty
member on 49% time, informed Senate about the dangers of the 49% policy. As
written, the policy requires both the retiree and chair to reach an agreeme=
nt.
Currently, he is in dispute with his current chair. That chair will only of=
fer
him a contract for 18% time. DS had successfully grieved three times against
the chair and the current offer is clearly retaliation. The administration =
has
been supportive of his complaints, but nothing has been done. President Daugherty noted =
that 49%
contracts are year by year. He also stated he will continue this discussion
with DS and President Green. =
D. The
minutes from the September October 25th meeting, distributed via email, were
approved with no additional changes. =
E. Treasurer’s Report- Treasurer Ottenberg noted a
correction on the last series of reports from April 14 to October 25. Total=
for
all accounts is $7391.11. Currently $3000 was moved from savings to checkin=
g.
$4675 will be deposited shortly from dues payments. =
F. President’s Report- President Daugherty noted his work on PBAC, and the spread shee=
t on
SIS had been received from Regis Della-Calce, Director of College Business
Services and transmitted to the Senators. In addition, he had invited Presi=
dent
Green et al to discuss GQ and program review and they had come. He was unab=
le
to attend FEC due to PBAC. Finally, President Daugher=
ty noted
three faculty requested Legal Representation.

G. FEC Report- VP Reed and Executive Coun=
cilor at
Large (ELC) Johnnie May Clemens took turns reviewing the FEC meeting. =

3. Special course fee guidelines were
accepted with some changes. The change will likely open opportunities at GC=

4. Intellectual Property Rights: law=

came to answer questions. The old standards stated if you created it, it was
yours. The new standards suggest if you created it for a class, then it bel=
ongs
to district. However, our residential contracts protect us from that
interpretation. Adjuncts may be subject to the new regulations. Suggestion:=
do
not give your materials away without a statement – ‘May use with
permission’. =
5. The
question of Adjuncts as Associate
members of the Faculty Association was sent back to the campuses. =
6. Instructor copies of Textbooks: t=
he
district now claims that instructor copies of textbooks belong to the distr=
ict.
Some faculty at PC have actually been threatened not to sell them. However,
they are not inventoried, so difficult for district to substantiate this cl=
aim. =
7. Signing of 45th Day Roster=
s:
some campuses insist instructors sign these forms, even though they may not=
be
accurate as of the 45th day. FEC will ask district, ‘Do you
want us to lie when we sign?’ =
8. Contracts with ASU: MCCD continue=
s to
receive requests at various campuses to partner with ASU by teaching an MCCD
course on the ASU campus for MCCD Adjunct rates. These contracts invariably
benefit ASU and take away students from MCCD. Discussion followed this point
with Senators recounting their own negative experiences. =
9. IT Audit – The District wan=
ts the
Facuty Association to pay for our requested audit of IT, but we want the
district to pay. VP Reed also reported Regi=
Munro
confronted the board with a simple question, “What happens to the
interest on all the bond money while it sits in the bank?” Chancellor
Glasper sent it to Debby Thompson, VC Business Services. Currently there has
been no answer. VP Reed congratulated ECL =
Clemens
on their first mutual FEC experience. ECL Clemens noted the exor=
bitant
use of acronyms and the need to create a list of these terms for new members et al. VP Reed described a situat=
ion in
the Chandler-Gilbert nursing program where students failed, complained to
administrators and the administrators told nursing faculty to remove questi=
ons
from the exam that would allow the failed students to pass. FEC has filed a
grievance with the campus VP. Finally, President Daugher=
ty
informed Senate that with the success of our membership drive, we would rec=
eive
a 4th seat on FEC, to start in May. We will need to add this
position to the spring ballot. =
H. Governing Board Report- President Daugherty was at=
PBAC
and unable to attend. =

Chair of Chairs Report- Chair of Chairs (CC) Carlos
Nuñez noted that most of the topics had already been covered. It was
decided not to commingle the Chairs and Senate distribution lists. II. &n=

A. Retention and Recruitment: Review of
GoalQuest Senator Callahan reviewed =
our
earlier conversation with administrators and noted: =
1. The
problem of divisiveness, and 2.&n=
bsp;
The need to work together to improve recruitment
and retention. Joseph Bednorz stated that=
we need
to be very active in the design and use of GQ. Mary Jane Onnen asked how =
many
Senators were familiar with FaceBook and whether it was appropriate as a ve=
nue
for GCC-sponsored discussions. For example, one person used a picture of Br=
ad
Pitt instead of a personal photo. =
B. Nominating Committee Report Senator Gwinn sent out the=
results
by e-mail. The constitutional change was passed. Electees began their terms

C. Global Warming Issues and ‘Focu=
s the
Nation’ Senator Reavis provided an=
update
on the campus event scheduled the week of January 28. The schedule has been
determined with several outside expert accepting invitations to speak. He requested $1000 to pay for food=
at
the Thursday evening panel discussion, when government representatives,
administrators, faculty and students will have a chance to discuss the
challenges and opportunities that lie ahead. The request was turned into a
motion and it passed. D.&n=

Listening Session with Chancellor Glasper and Darryl Huish President Daugherty stated=
there
was a good turnout for the meeting (although he was in PBAC),
the video will be available online. VP Reed felt both the Chan=
cellor
and DH made honest attempts at fielding questions and responding to our
concerns, which were not held back. It was also obvious that the Chancellor=
was
disappointed with the performance of Bb. Karen Russo asked faculty how many=
of
us call these folks when we have problems. It was suggested that Kare=
n Russo
should be asked to send a notice to inform faulty how to direct their respo=
nses
to the Chancellor when problems arise. Discussion followed with r=
umors
that Bb will be outsourced, yet problems may still persist. One of the prob=
lems
comes from use by faculty with no formal training. Other hardware and softw=
are
problems need to be isolated before they can be completely solved. NOTE: Items E. The Rule of =

New Business =
A. Behavioral Intervention Team- ELC Clemens presented info=
rmation
from a Webinar on behavioral intervention on campuses. Behavioral Intervent=
ion
Teams (BIT) are becoming common on college campu=
ses to
preclude distress, violence and suicide. The Webinair describes how to set =
up a
BIT and the problems of student distress. The January 4 convocation might b=
e a
good opportunity to present this information to the faculty. Discussion ensued with con=
cern
about how to form and train a BIT. Joseph Bednorz stated that=
would
not be a problem. We already have counselors trained. The issue is to get
Administration support. ELC Clemens moved that the Faculty Association urge =
the
Dean of Student Life, in conjunction with Counseling, and Safety Department=
s,
and, with the assistance of Faculty, to implement a Behavioral Intervention
Team here at Glendale Community College. The motion passed. It was also moved that Sen=
ate buy
a CD of the Webinar and place it in the library. The motion passed. IV. &n=

ation/Announcements =
A. President
Daugherty noted we are supposed to have two All Faculty meetings per year. =
We
had one in August. It was suggested the week =
of
accountability would be a good time for the second meeting, and that the BIT
