GCC Scholarships Established to Honor Law Enforcement Pioneer
Two $1,000 annual scholarships for fire and police science students at Glendale Community College have been established by the widow and daughter of Doeg M. Nelson in his memory. Mrs. Rose Nelson and Vanessa Nelson Hill selected GCC as the site for these scholarships due to their belief that GCC is one of the best community colleges in the nation for both police and fire science.
Doeg Nelson was the first Black to attain the ranks of Sergeant, Lieutenant, Captain, Major, and finally Assistant Chief in the Phoenix Police Department. In the process of attaining the position of highest-ranking Black police officer in Arizona, Nelson was frequently put in controversial race-sensitive situations, prompting his close association with various community organizations while maintaining a professional relationship with the Phoenix PD. These affiliations ultimately sparked the creation of the department's Community Relations Bureau, the Police Athletic League, Recruitment of Minority Personnel (ROMP), and the Community Policing concept, now hailed as a national model.
Following his 1979 retirement from the Phoenix PD, Nelson designed and headed the security system for the Palo Verde Nuclear Generating Station. His contributions to Police Science were hailed nationally. He was invited to Washington, D.C. in 1994 by then-President Clinton to attend a crime leadership briefing and to assist in the development of anti-crime legislation. He died in 1996 after a long and distinguished career.
Nelson was active in many organizations including the President's National Commission on Crime Prevention and the American Society for Public Administrators from whom he received a Superior Service Award. He also received the Lifetime Achievement Award in Law Enforcement, Man of the Year for Minority Broadcasters and Outstanding Citizen Award from the Urban League. The local chapter of NOBLE (National Organization of Black Law Enforcement) of which he was a member, was named the Doeg M. Nelson Chapter in his honor.
