Master Planning Update #1
If you have not had the opportunity, please read Master Planning Update #1 (dated June 17, 2003). Update #1 was sent to all employees in June, and is archived on this web site. Update #1 summarizes master planning actions conducted in June, and provides valuable information to support preliminary decisions made during a July 29 Master Planning Retreat.
The Resource Outlook
Presently the District contemplates a $950-965 million bond to cover new construction, renovations, technology support and occupational capital needs for the next 10 years. Assuming a successful bond, GCC will receive $60.4 million, and GCC North $20-23 million. An additional $4.5 million for major maintenance and some portion of $70 million for occupational capital round out available resources. In summary, we have been provided some good planning figures, but the final distribution of resources has not been decided. The College leadership will continue to articulate for sufficient resources to cover all of its needs.
July 29 Master Planning Retreat
Following the June 4-5 Master Planning Retreats, faculty and administration met to develop outlines and cost estimates for new construction, renovation and special projects identified during the June retreats. The collective results of these meetings were presented and prioritized during a July 29 Master Planning Retreat, organized into Prioritized Project Lists (DRAFT) for GCC and GCC North, and submitted to District on July 31. A summary of these documents was presented to the College during the August 18 Convocation Program, and an Executive Summary of each is provided as an attachment to this message.
Projects - Glendale Community College
Present plans call for the construction of two multi-story buildings, 15 renovation projects, improved access and the addition of 500 parking spaces. Total cost to complete all projects is $57,480,718. Additionally, the College must reserve $10 million for technology needs and $1.3 million as a hedge against underestimates, special permits and fees.
Projects - Glendale Community College - North
As an official Master Plan was not developed for the North site, project information provided in the GCC North Executive Summary will likely change. The initial work conducted over the summer was essential to bond planning and will help the College and planners in future master planning efforts. Proposed plans call for the construction of four new buildings and 500 parking spaces at a cost of $26,465,000. Like the main campus, GCC North will reserve an additional $500,000 for technology needs and $300,000 as a hedge against underestimates, special permits and fees.
Future Actions
If you have been doing the math as you read this update, you will recognize that our needs could exceed the present resources allocated by District formulas. During the remainder of August and September, project principals will be afforded the opportunity to review and revise their project descriptions and costs. Simultaneously, the Chancellor's Executive Council (CEC), Capital Planning Budget Committee (CPAC), and Occupational Administrators' Council will be reviewing allocations to the colleges and the total bond package. Dr. Randolph and I will keep you abreast of breaking news. In September, the College will schedule two forums to review all projects and priorities before submitting the final Prioritized Projects List to District on September 26. Please plan to attend these forums, scheduled for September 12, 1:00-3:00 p.m., and September 16, 2:00-4:00 p.m. in the Student Lounge.
